Work-Based Learning (WBL) in the New Nevada

In 2005, young adult (16-24 years old) labor force participation in Nevada was 66.8%. However, by 2016 young adult labor force participation dropped to 56%, even with a robust economic recovery; no other age group has seen such a significant drop in labor force participation. Economic growth cannot be sustained if young adults are not engaged in the labor market and gaining relevant skills and experiences needed to be successful. Further, approximately 47% of Nevada’s in-demand occupations as well as total occupations will require more than a high school diploma but less than a four-year degree; yet, Nevada ranks 50th in the percent of young adults with training beyond high school.

While employers consistently express concerns over young adults’ career preparedness, young adults believe it is due to the lack of opportunities they have to gain meaningful work experience. The Governor’s vision for a New Nevada will only be sustained by ensuring young adults are prepared to engage in the labor market with the appropriate skills, credentials, dispositions, and experiences to be successful.

    Work-Based Learning (WBL) Pledge

    To address the challenge of Nevada’s low labor force participation of young adults, OWINN has articulated a goal of 55 by 25 to mean that by the year 2025, Nevada will engage at least 55,000 young adults 16-29 (in some cases younger for career exploration) who are not engaged in a postsecondary degree four year program to complete some form of work-based learning. Generally, work-based learning consists of career exploration, internship, pre-apprenticeship, and a registered apprenticeship program. Nevada’s vision for high-quality work-based learning includes a strong focus on progress toward industry-recognized credentials. This goal will accelerate the Governor’s stated goals of 60% of Nevadans aged 25-34 earning some form of postsecondary credential by 2025.

        • Your organization is committed to supporting Nevada’s young adults future
        • At the end of the year (or based on your organizations work-based learning cycle of engagement), your organization will share how many students your organization have
          • 1) spoken to about your industry
          • 2) provided an internship
          • 3) or hired as a pre-apprentice or apprentice

        Nevada’s commitment to WBL is key to remedying gaps in Nevada’s workforce that pose significant problems to sustaining economic growth
